No, we currently don't a car restraint or crash exchange program for restraints involved in car accidents.
Most insurance companies now cover the replacement of car restraints in most general car insurances for either the full cost or a capped amount. We'd recommend checking with your chosen insurance company as to what is covered as standard or whether this needs to be added separately.
If you have been involved in an accident and are not at fault you should be able to include the replacement of the restraints through the at-fault drivers insurance.
